Garrett, naturally enough, defends the scheme as is:

&quot;Tamara Winikoff from the National Association of the Visual Arts also wants that threshold dropped to $500 and says the royalties should apply to all resales.

&quot;There were promises made that raised the expectation of the industry that we were going to get a robust scheme that was going to deliver genuine value to artists,&quot; she said.

&quot;The model that we are getting is such a pale shadow of what was promised that we just wonder whether it is worth having in a way in that it&#039;s going to take between 10 and 20 years to realise the full value.

&quot;This has been an issue on the agenda for 20 years and we just don&#039;t want to have to wait another 20 years for it to have an impact and it actually is going to have an effect on the hip pockets of artists in a way that&#039;s very, very significant.&quot;

But Mr Garrett says he has confidence in the scheme.

&quot;I&#039;m absolutely certain that the level that we&#039;ve set it at is right,&quot; he said.

&quot;I&#039;m happy to have a strong debate about what this scheme ultimately should look like, but I do think that where we&#039;ve set the level will work most effectively for all visual artists including Indigenous artists.&quot;&quot;</description>
