			<content:encoded><![CDATA[<p>The latest weekly <a href="http://blogs.crikey.com.au/pollbludger/files/2009/11/Essential-Report_231109.pdf">Essential Research</a> survey has Labor&#8217;s two-party lead steady on 55-45 after the previous week&#8217;s sharp drop from 59-41. Further questions probe &#8220;firmness of vote&#8221; (slightly stronger among Coalition voters); satisfaction with Labor and Coalition positions on asylum seekers, climate change, the economy and things in general; relative impact thereof in determining vote choice; and party with which respondents most closely identify (37 per cent Labor, 31 per cent Coalition).</p>
<p>Other news: </p>
<p>&#8226; The Mike Rann situation is sufficiently volatile that alternative leadership scenarios are being discussed. Writing in Crikey, <a href="http://www.crikey.com.au/2009/11/23/mike-rann-is-fighting-for-his-life/">Hendrik Gout</a> of Adelaide&#8217;s Independent Weekly indicates Treasurer and Deputy Premier Kevin Foley may have ruled himself out with his recent revelations of personal problems: a deal between Left and Right could instead see the job go to Patrick Conlon of the Left. </p>
<p>&#8226; <a href="http://blogs.theaustralian.news.com.au/meganomics/index.php/theaustralian/comments/rudd_has_little_to_fear_from_polls/">George Megalogenis of The Australian</a> probes recent Newspoll data for trends since the start of the Oceanic Viking saga:</p>
<blockquote><p>In the three Newspolls that followed, Rudd shed a little more skin each time. By last weekend, the score was 56 per cent to 34 per cent. In other words, his net rating—the gap between those who like and loathe him—had almost halved from plus 43 per cent to plus 22 per cent. Scary stuff until you consider the unpublished splits for Labor and Coalition voters. Rudd’s net rating among Labor voters has barely moved. It was plus 84 per cent six weeks ago, now it is plus 81 per cent. All the loathing has been on the Coalition side. His net rating among those who were already voting Liberal or National was minus 13 per cent six weeks ago; now it is minus 38 per cent. Incidentally, Greens voters are also down on Rudd, with his net rating crashing from plus 60 per cent to plus 18 per cent in the same period. This isn’t the first time Rudd has antagonised people other than Labor voters. The same ripple of disrespect was detected after Labor’s first two budgets, in May last year and again this year. He arouses the enemy when he is forced to defend a specific policy.</p></blockquote>
<p>&#8226; A <a href="http://www.heraldsun.com.au/news/national/climate-crunch-for-rudd-government/story-e6frf7l6-1225801826698">Galaxy poll</a> commissioned by the Australian Chamber of Commerce and Industry finds &#8220;nearly six in 10&#8221; respondents believe an emissions trading scheme would cost jobs and force up electricity prices, and 54 per cent believe legislation should be delayed until after Copenhagen.</p>
<p>&#8226; <a href="http://www.theaustralian.com.au/politics/labor-left-denies-push-for-looming-upper-house-vacancy/story-e6frgczf-1225801849741">Imre Salusinszky of The Australian</a> reports the Right is expected to throw its weight behind Adam Searle, Blue Mountains mayor and member of the &#8220;soft Left&#8221;, in the battle to succeed the retiring Bob Debus in his federal seat of <a href="http://www.pollbludger.com/fed2007/macquarie.htm">Macquarie</a>. Debus and the hard Left want the seat to go to Susan Templeman, with Debus in particular having a long record of conflict with Searle.</p>
<p>&#8226; Salusinszky also reports state party secretary and rising Left figure Luke Foley has denied suggestions he might seek to fill a casual vacancy created by the expected departure of the Right&#8217;s Henry Tsang from the state upper house later this year. The Right would have the seat go to Shaoquett Moselmane, a Rockdale councillor and Lebanese community leader who has in the past sought to unseat Frank Sartor from <a href="http://www.pollbludger.com/nsw2007/rockdale.htm">Rockdale</a>.</p>
<p>&#8226; The NSW Liberals have eyebrow-raisingly preselected Chris Spence, former One Nation candidate and president of its national youth wing, in the highly winnable state seat of <a href="http://www.pollbludger.com/nsw2007/theentrance.htm">The Entrance</a>. <a href="http://www.smh.com.au/national/one-nation-candidate-must-go-says-alp-20091123-iz87.html">Andrew Clennell of the Sydney Morning Herald</a> reports Spence worked for David Oldfield in his time as a state MP, and is currently a staffer to <a href="http://www.pollbludger.com/nsw2007/terrigal.htm">Terrigal</a> MP Chris Hartcher. Spence also took statutory declarations in his capacity as a justice of the peace from Iguanas staff who complained about John Della Bosca and Belinda Neal. He describes his past involvement with One Nation as &#8220;a mistake&#8221;.</p>
<p>&#8226; The <a href="http://www.abc.net.au/news/stories/2009/11/20/2749259.htm">ABC</a> further reports local mayor Chris Holstein, who ran unsuccessfully in 2007, has been endorsed as the Liberal candidate for <a href="http://www.pollbludger.com/fed2007/gosford.htm">Gosford</a>.</p>
<p>&#8226; The <a href="http://www.abc.net.au/news/stories/2009/11/20/2749259.htm">ABC</a> reports four candidates have nominated for Liberal preselection in <a href="http://www.pollbludger.com/fed2007/bennelong.htm">Bennelong</a>, with Steven Foley and Melanie Matthewson joining the previously discussed John Alexander and Mark Chan.</p>
<p>&#8226; The <a href="http://manly-daily.whereilive.com.au/news/story/abbott-bishop-safe/">Manly Daily</a> reports Bronwyn Bishop has not been opposed for preselection in <a href="http://www.pollbludger.com/fed2007/mackellar.htm">Mackellar</a>.</p>

Labor&#8217;s primary vote is up a point to 51.5 per cent the Coalition&#8217;s is down one to 32.5 per cent.</p>

<p>&#8226; The Liberal preselection vote in Peter Costello&#8217;s seat of <a href="http://www.pollbludger.com/fed2007/higgins.htm">Higgins</a> went according to script, with his former staffer Kelly O&#8217;Dwyer defeating Andrew Abercrombie at the final vote by <a href="http://www.vexnews.com/news/6157/vexnews-live-liberal-preselection-for-higgins/">222 votes to 112</a>. Reports over the past few days suggest O&#8217;Dwyer might be off to Canberra sooner than expected. The Prime Minister appears to be wooing Peter Costello with job offers (executive director of the European Bank for Reconstruction and Development in London being the main tip, according to <a href="http://www.brisbanetimes.com.au/national/carrot-for-costello-plums-for-beazley-and-nelson-20090917-ftq6.html">Phillip Coorey in the Sydney Morning Herald</a>) so as to afflict the Liberals with another troublesome by-election. Costello did not rule out going out early when he made his surprise retirement announcement in June. <a href="http://www.news.com.au/couriermail/story/0,23739,26096218-953,00.html">Glenn Milne</a> reports such a departure might come soon enough for a by-election to be held on the same day as that for Bradfield.</p>
<p>&#8226; Alan Tudge, a former staffer to Brendan Nelson and Alexander Downer, has won the Liberal preselection to succeed Chris Pearce in the eastern Melbourne seat of <a href="http://www.pollbludger.com/fed2007/aston.htm">Aston</a>. <a href="http://www.vexnews.com/news/6276/news-now-aston-liberal-preselection-at-the-speed-of-live/">Andrew Landeryou of VexNews</a> reports Tudge won the final ballot from Neil Angus, having seen off Nick McGowan, Terry Barnes, Deanne Ryall, James Matheson, Sue McMillan, Mike Kapos, Darren Pearce, Ken Aldred and Michael Flynn at earlier counts.</p>
<p>&#8226; Julia Irwin has <a href="http://www.theaustralian.news.com.au/story/0,25197,26080041-5013871,00.html">announced she will retire</a> from her safe Labor western Sydney seat of <a href="http://www.pollbludger.com/fed2007/fowler.htm">Fowler</a> at the next election, taking the opportunity to launch a spray about the failings of her party&#8217;s power structures (her own success in cornering a safe seat for 11 unproductive years being an evident case in point). Irwin believes the Labor margin in the seat has been &#8220;built up&#8221; by her own personal qualities and hard work, owing little or nothing to its classic low-income, high-immigration Labor profile. Appropriately enough, <a href="http://www.brisbanetimes.com.au/national/factions-fight-for-safe-seat-20090915-fpph.html">Phillip Coorey of the Sydney Morning Herald</a> reports her departure &#8220;threatens to create a factional fight&#8221; between the Left, which backs Liverpool mayor Wendy Waller, and the Right, which is pushing the unsuccessful 2004 candidate for <a href="http://www.pollbludger.com/fed2007/greenway.htm">Greenway</a>, Ed Husic. Laurie Ferguson, left homeless by the redistribution&#8217;s abolition of his inner west electorate of <a href="http://www.pollbludger.com/fed2007/reid.htm">Reid</a>, is said to have &#8220;little support&#8221; from his own Left faction, and &#8220;his career is most likely over&#8221;.</p>
<p>&#8226; Phillip Coorey further reports that factional disputes in Fowler over control of local branches are echoed in the south coast seat of <a href="http://www.pollbludger.com/fed2007/throsby.htm">Throsby</a>, whose disappointing member Jennie George is &#8220;contemplating whether to run again&#8221;.</p>
<p>&#8226; Will David Hawker&#8217;s departure from <a href="http://www.pollbludger.com/fed2007/wannon.htm">Wannon</a> open an entry for the Nationals? The electorate&#8217;s history suggests otherwise, but <a href="http://www.standard.net.au/news/local/news/general/five-liberals-keen-for-preselection-nationals-defer-decision/1627593.aspx">Alex Sinnott of the Warrnambool Standard</a> reports the party is considering running a candidate for the first time since 1984.</p>
<p>&#8226; <a href="http://www.brisbanetimes.com.au/national/liberals-move-early-on-candidate-selections-20090913-fm9h.html">Phillip Coorey of the Sydney Morning Herald</a> reports a decision by the New South Wales Liberal Party to bring forward federal preselections (so they are conducted on recently published draft redistribution boundaries) is likely to secure the positions of Bronwyn Bishop in <a href="http://www.pollbludger.com/fed2007/mackellar.htm">Mackellar</a> and Philip Ruddock in <a href="http://www.pollbludger.com/fed2007/berowra.htm">Berowra</a>. In further exciting news on the Liberal renewal front, <a href="www.theaustralian.news.com.au/story/0,,26074090-5006784,00.html">Imre Salusinszky of The Australian</a> reports Alby Schultz and Pat Farmer will again seek preselection in their respective seats of <a href="http://www.pollbludger.com/fed2007/hume.htm">Hume</a> and <a href="http://www.pollbludger.com/fed2007/macarthur.htm">Macarthur</a>. Farmer <a href="http://www.camdenadvertiser.com.au/news/local/news/general/soul-searching-begins-for-pat/509523.aspx">launched a spray</a> at his constituents on the night of the 2007 federal election for failing to give him the margin he felt he deserved, and has since moved to the expensive north shore suburb of Mosman. Macarthur has been made a notionally marginal Labor seat under the draft redistribution.</p>
<p>&#8226; Imre Salusinszky also reports that police sergeant Darren Jameson is favoured to win Liberal preselection in Belinda Neal&#8217;s seat of <a href="http://www.pollbludger.com/fed2007/robertson.htm">Robertson</a>, notwithstanding that former Liberal member Jim Lloyd is considering a comeback.</p>
<p>&#8226; The Liberal National Party&#8217;s feeble legal challenge to Queensland Labor&#8217;s win in <a href="http://www.pollbludger.com/qld2009/chatsworth.htm">Chatsworth</a> at the March state election died its inevitable death when the Queensland Supreme Court <a href="http://archive.sclqld.org.au/qjudgment/2009/QSC09-294.pdf">brought down its ruling</a> on Thursday. A smaller than average 14 errors were identified into the count, the effect of which when rectified was to increase Labor&#8217;s margin from 74 votes to 85. There were a grand total of two cases of double voting, both involving confused elderly citizens. <a href="http://blogs.abc.net.au/antonygreen/2009/09/chatsworth-election-challenge.html">Antony Green</a> offers some commentary on the judgement, which stands as a heartening confirmation of the integrity of Australia&#8217;s electoral processes.</p>
<p>&#8226; With New South Wales state Labor member Phil Koperberg indicating he is bitterly disappointed with politics and might not go the distance, <a href="http://blogs.abc.net.au/antonygreen/2009/09/a-byelection-for-blue-mountans.html">Antony Green</a> weighs in with an overview of his electorate of <a href="http://www.pollbludger.com/fed2007/bluemountanis.htm">Blue Mountains</a>. It notes that Kerry Bartlett, who lost the corresponding federal seat of <a href="http://www.pollbludger.com/fed2007/macquarie.htm">Macquarie</a> to Koperberg&#8217;s predecessor Bob Debus in 2007, has been mentioned as a potential Liberal candidate.</p>
<p>&#8226; <a href="http://www.standard.net.au/news/local/news/general/five-liberals-keen-for-preselection-nationals-defer-decision/1627593.aspx">Alex Sinnott of the Warrnambool Standard</a> reports that Liberal preselection candidates for the Victorian state upper house region of Western Victoria include incumbent David Koch, former police sergeant, anti-corruption campaigner and <a href="http://www.pollbludger.com/fed2007/wannon.htm">Wannon</a> aspirant Simon Illingworth, former Victorian Farmers Federation president Simon Ramsay, Colac businessman Richard Riordan and Daylesford real estate agent Paul Johnson. Another incumbent, John Vogels, is retiring. The coalition agreement gives the Liberals the top two positions on a joint ticket, with the Nationals taking the third.</p>
<p>&#8226; <a href="http://www.news.com.au/couriermail/story/0,23739,26084352-3102,00.html<br />
">Anna Caldwell of the Courier-Mail</a> reports a private members&#8217; bill sponsored by independent <a href="http://www.pollbludger.com/qld2009/nicklin.htm">Nicklin</a> MP Peter Wellington to introduce fixed three-year terms has been voted down by both government and opposition. The former wants the matter determined by referendum &#8211; Deputy Premier Paul Lucas further says a four-year term would be &#8220;more appropriate&#8221; as it would &#8220;enable necessary planning and implementation time for governments&#8221;, which (given the state of play south of the border) makes one doubt the government&#8217;s seriousness about seeing reform.</p>

The Liberals&#8217; end of the deal was reportedly vetoed by federal Liberal president Alan Stockdale, prompting Joyce to angrily declare he would not be moving from the Senate. Trood&#8217;s factional ally, former state Liberal president Bob Carroll, says he would stake his life on Trood never agreeing to sit in the Nationals rather than the Liberal party room. This would seem to be a pretty big call, given that Trood&#8217;s alternative is to stay in the surely unwinnable fourth position on the Liberal National ticket.</p>
<p>&#8226; Fans of factional argybargy can unearth a motherlode of detail on Labor&#8217;s western Melbourne fiefdoms from the <a href="http://www.ombudsman.vic.gov.au/resources/documents/Investigation_into_the_alleged_improper_conduct_of_councillors_at_Brimbank_City_Council_P1-P1991.pdf">Victorian Ombudsman&#8217;s report</a> into Brimbank City Council. Among the matters examined is the <a href="http://blogs.crikey.com.au/pollbludger/2008/06/26/kororoit-by-election-preview/">highly fraught preselection</a> for last year&#8217;s Kororoit by-election, with the Ombudsman recommending an investigation into a possible breach of the Local Government Act by failed aspirant and former mayor Natalie Suleyman. It is alleged that a funding decision for a sports ground redevelopment was influenced by a desire to win the support of <a href="http://www.pollbludger.com/vic2006/keilor.htm">Keilor</a> MP and Right powerbroker George Seitz, and that efforts were made to withdraw the funding when Seitz failed to come through.</p>
<p>&#8226; <a href="http://blogs.abc.net.au/wa/files/peter_kennedy_4.5.09.mp3">Peter Kennedy of the ABC</a> notes that preselection nominations for federal Liberal seats in WA close in less than three weeks, so those gunning for the removal of <a href="http://www.pollbludger.com/fed2007/pearce.htm">Pearce</a> MP Judi Moylan and <a href="http://www.pollbludger.com/fed2007/oconnor.htm">O&#8217;Connor</a> MP Wilson Tuckey don&#8217;t have long to get their act together. Matt Brown tells Kennedy he hasn&#8217;t made up his mind whether to launch a second challenge against Dennis Jensen in <a href="http://www.pollbludger.com/fed2007/tangney.htm">Tangney</a>, although jockeying in local branches suggests otherwise.</p>
<p>&#8226; <a href="http://www.crikey.com.au/2009/05/07/bishops-mackeller-preselection-paranoia/">Bernard Keane of Crikey</a> reports that Bronwyn Bishop&#8217;s hold on the larger branches in her electorate of <a href="http://www.pollbludger.com/fed2007/mackellar.htm">Mackellar</a> has &#8220;slipped&#8221;. One of the potential challengers, believe it or not, is former state Opposition Leader John Brogden. Another is a blast from an even more distant past &#8211; Jim Longley, who preceded Brogden as member for the local state seat of <a href="http://www.pollbludger.com/nsw2007/pittwater.htm">Pittwater</a>.</p>
<p>&#8226; Western Australia&#8217;s minority Liberal-National government <a href="http://www.abc.net.au/news/stories/2009/05/06/2562815.htm">lost a vote</a> in the Legislative Assembly on Wednesday, which I believe to be the first defeat for a government there in 17 years. At issue was a highly contentious bill to replace preferential voting at local government elections with first-past-the-post. However, the defeat resulted from the absence of four ministers from the chamber, and the bill was passed on a second attempt later in the day. The subject of the bill itself is obviously worth discussion, which I will attend to eventually. For whatever reason, the seemingly retrograde measure has the support of the Western Australian Local Government Association.</p>
<p>&#8226; A <a href="http://inner-west-courier-city.whereilive.com.au/news/story/new-study-finds-schools-turn-gen-y-off-democracy/">report by the Youth Electoral Study</a> for the Australian Electoral Commission finds 20 per cent of youths aged 18 to 25 are not enrolled to vote, and &#8220;close to half&#8221; wouldn&#8217;t vote if it wasn&#8217;t compulsory. Those who went to private schools or were subjected to civics classes were somewhat more enthusiastic.</p>
<p>&#8226; You might recall <a href="http://blogs.crikey.com.au/pollbludger/2009/04/10/keeping-it-holy/">some chat last month</a> about a looming referendum on the introduction of a Hare-Clark style electoral system in the Canadian province of British Columbia. Well, that&#8217;s happening on Tuesday.</p>

			<content:encoded><![CDATA[<p>The <a href="http://www.theaustralian.news.com.au/story/0,25197,25430179-601,00.html">latest Newspoll</a> confirms the trend of recent Morgan and Essential Research results in showing an easing in Labor&#8217;s lead, from 58-42 in the previous two fortnightly surveys to 55-45. Labor&#8217;s primary vote has dropped five points to 42 per cent, its lowest level since November, but the Coalition&#8217;s is up only one point to 38 per cent. The Greens&#8217; account for two points of the difference, up from 9 to 11 per cent. Malcolm Turnbull&#8217;s approval rating has dropped a further point to a new low of 36 per cent. Kevin Rudd&#8217;s preferred prime minister rating is down three points to 64 per cent, while Malcolm Turnbull is steady on 19 per cent.</p>
<p><i>UPDATE: Graphic <a href="http://www.theaustralian.news.com.au/files/5may-newspoll.html">here</a> (how long have they been waiting to use that photo of Kevin Rudd?). Interesting supplementary question on what the government should have done with the stimulus package money &#8211; 78 per cent say they would have preferred it be spent on infrastructure, which is the kind of opinion poll response political operatives hesitate to believe. Opinion is divided on whether promised tax cuts should go ahead as planned.</i></p>

<p>&#8226; <a href="http://blogs.crikey.com.au/pollbludger/files/2009/05/essential-report_0405091.pdf">Essential Research</a> has Labor&#8217;s two-party lead nudging downwards for the fourth week in a row. It&#8217;s now at 57-43, compared with 63-37 on April 6. The survey also reveals slightly more optimism on the economy than was recorded in mid-March, mixed messages on what should be done in the budget, a persistence of illiberal attitudes towards asylum seekers, and a widespread belief that Pacific nations such as Fiji should be &#8220;left to sort out their own affairs&#8221;.</p>
<p>&#8226; An anonymous business figure tells <a href="http://www.theaustralian.news.com.au/story/0,25197,25422679-7583,00.html">Glenn Milne of The Australian</a> that &#8220;major business donors&#8221; have a hit list of 14 MPs who must make way for new blood if the Liberal Party is to get their donations. These are Bronwyn Bishop (<a href="http://www.pollbludger.com/fed2007/mackellar.htm">Mackellar</a>) and Philip Ruddock (<a href="http://www.pollbludger.com/fed2007/berowra.htm">Berowra</a>), Kevin Andrews (<a href="http://www.pollbludger.com/fed2007/menzies.htm">Menzies</a>), Alby Schultz (<a href="http://www.pollbludger.com/fed2007/hume.htm">Hume</a>), Joanna Gash (<a href="http://www.pollbludger.com/fed2007/gilmore.htm">Gilmore</a>), Judi Moylan (<a href="http://www.pollbludger.com/fed2007/pearce.htm">Pearce</a>), Wilson Tuckey (<a href="http://www.pollbludger.com/fed2007/oconnor.htm">O&#8217;Connor</a>), Margaret May (<a href="http://www.pollbludger.com/fed2007/mcpherson.htm">McPherson</a>), Andrew Laming (<a href="http://www.pollbludger.com/fed2007/bowman.htm">Bowman</a>), Michael Johnson (<a href="http://www.pollbludger.com/fed2007/ryan.htm">Ryan</a>) and Alex Somlyay (<a href="http://www.pollbludger.com/fed2007/fairfax.htm">Fairfax</a>), along with Nationals John Forrest (<a href="http://www.pollbludger.com/fed2007/mallee.htm">Mallee</a>) and Bruce Scott (<a href="http://www.pollbludger.com/fed2007/maranoa.htm">Maranoa</a>) plus one lone Senator, former Howard numbers man Bill Heffernan. Some of these point to the Coalition&#8217;s undoubted surplus of MPs past their use-by date, as noted in detail recently by <a href="http://www.theaustralian.news.com.au/story/0,25197,25380641-7583,00.html">Peter van Onselen in The Australian</a>. Others on the list fall well below van Onselen&#8217;s nominated cut-off point of 60 years of age, the most striking examples being Johnson (39) and Laming (42). Milne&#8217;s source also reckons Barnaby Joyce is &#8220;divisive and not a team player or a regional centre vote winner&#8221; &#8211; the latter judgement at least seems a very big call. While Milne describes the list as &#8220;non-factional&#8221;, Liberal sources are evidently putting it to <a href="http://blogs.news.com.au/heraldsun/andrewbolt/index.php/heraldsun/comments/purge_of_the_right_demanded/">Andrew Bolt</a> that responsibility for the article ultimately lies with party treasurer and Turnbull ally Michael Yabsley, who scores an indirect compliment from Milne&#8217;s source.</p>
<p>&#8226; <a href="http://www.aec.gov.au/Electorates/Redistributions/2009/nsw/public_suggestion.htm">Submissions for the redistribution of New South Wales federal elections</a> have been published, compelling the major parties to suggest which electorate they think should be eliminated. The Liberals have excitingly decided the axe should be wielded on their own turf, suggesting Kay Hull&#8217;s seat of <a href="http://www.pollbludger.com/fed2007/riverina.htm">Riverina</a> and Alby Schultz&#8217;s seat of <a href="http://www.pollbludger.com/fed2007/hume.htm">Hume</a> be merged into a new seat called Bradman. Schultz has reacted by calling for a return to rural malapportionment. <a href="http://twitter.com/benraue">Ben Raue</a> notes that the Liberals want territory transferred from <a href="http://www.pollbludger.com/fed2007/wentworth.htm">Wentworth</a> to <a href="http://www.pollbludger.com/fed2007/sydney.htm">Sydney</a>, which would at once make Malcolm Turnbull safer while leaving Tanya Plibersek more vulnerable to the Greens. Labor&#8217;s submission calls for the abolition of Pat Farmer&#8217;s seat of <a href="http://www.pollbludger.com/fed2007/macarthur.htm">Macarthur</a> further to the north, where the Liberals propose to strengthen their position by adding territory from Hume.</p>
