Murray-Darling Plan hits more rough waters
When I asked the MDBA about the recently announced delay, I got the following response:
Regarding the timing of the submission of the Basin Plan to Parliament in 2012 and the release of the Plan in 2011, Section 43 of the Water Act (2007) lays out a timetable of actions which will occur AFTER the report is released. These include a 16 week consultation period, six weeks for the Ministerial Committee to consider its response (which involves multi-State negotiations), and a further three weeks to formally write to the Minister.

Why put off submissions to Federal Parliament until that late, when it would possibly mean no final decision was announced until AFTER the following Federal Election?
Oh, yes, I understand now.

the rains are welcome, but they cannot over-turn this process- something to remember as we get into 2011.
